AEC firms that do government work say their public-sector clients have been going smaller to save money on construction projects. Last December, the GSA issued an RFP for the FBI’s new headquarters, which, at 2.1 million sf, would be 300,000 sf smaller than the FBI’s current digs at the J. Edgar Hoover Building, which opened in 1974.

It took Mobile, Ala., a decade to get Congress to approve the funds for what will be a five-story, 155,000-sf federal courthouse, scheduled to open in 2018. Early designs had called for a much larger, far more ornate $181.5 million building.
By scaling back on such flourishes as a glazed portico and grand staircase, the Building Team—URS and Hartman-Cox (architects) and W.G Yates & Sons (CM)—reduced the tab to $89.3 million, some of which also has to cover the conversion of the John Archibald Campbell Courthouse into a U.S. Bankruptcy Court.
Last November, voters in Santa Rosa County, Fla., rejected a 1% sales tax to fund a proposed $50 million, 156,000-sf courthouse in downtown Milton. HOK, the design firm on the job, went back to the drawing boards and recently presented new designs for the courthouse, which would replace an 88-year-old building.
One plan calls for a building that would be 21,000 sf smaller and cost $17 million less than the original concept. No word yet on how the new design is being viewed by county voters.
Dean Palumbo, SVP/U.S. West with Stantec Consulting Services, says budget shortfalls and higher costs of maintenance and upgrades are pushing firms to be even more efficient stewards of government dollars for building projects.
That would be wise: Census data estimates indicate that federal government spending on nonresidential building construction was down 2.5% in March, to an annualized $21.3 billion. State and local government construction, at $237.1 billion, was off 0.4% in March.
