Red tape delays California county jail construction projects

Not a single county in the state has completed a jail project since 2007.

California authorized $1.2 billion for jail construction in 2007, but not a single county in the state has completed a jail project since then. “The red tape is unbelievable,” says Manuel Perez, corrections director for Madera County. In the meantime, more prisoners are being sent to county jails after the U.S. Supreme Court ordered the state two years ago to reduce prison overcrowding.
